Consistency of policy

Policies and laws should be consistent and remain stable with the change of government officials. This is vital for individuals to have stable expectations. Stable expectations secure effective cooperation among the members of a society. If no one knows what to expect, no one knows what to do or what other will do. The result is chaos.

Stable expectations are the foundation of effective cooperation in any large, complex society.
